I had to call them:
Dear Robert,
Thank you for contacting us with your Borders Rewards e-mail unsubscribe request. I have requested your account be blocked from future emails. As discussed, please allow 10 days for this request to be processed. Our vendor has replied with the following message: "There is a pending block on this address."
We'll see.

Dear Borders: I've reached my limit for the times that I'm going to attempt to remove myself from your email lists. I've used "unsubscribe" in the subject line 3 times. I've done the virtual unsubscribe on the web site another 3 times and, yet, I continue to get email from you.
I'm reporting your service to Spam Cop and the FCC. I expect you to reply promptly and adhere to my request.

Not only did they waive $188 worth of charges, I now have a credit of $83 dollars. LOTTERY. Just canceled the account. Big money. No whammies. STOP!

At least they repealed the charges - until they don't repeal the charges. Still, that's better than nothing, I guess.
